Gen 1:22 And God blessed them, saying, Be fruitful, and multiply, and fill the waters in the seas, and let fowl multiply in the earth.
As we know thousand years of a man is 1 day to God. At this prophecy God brought forth the Life on earth on the 4 day which is 4000 years of mankind and he fulfilled this by bring life on earth as Jesus Christ. And the earth had the best prototype that was the collect prototype of the Kingdom of God.
To understand God timing, you have to understand his concept of his Kingdom and they was no Kingdom on earth that had a component in it until the Romans arrived.
The Romans actually set up a prototype of a Kingdom that was the closet to God Kingdom and that why he came at that time.
